Opinion poll on Official Development Assistance

In 2010, French Official Development Assistance (ODA) represented 10 billion euros, or 0.50% of Gross National Income (GNI). This ODA level is the highest ever by volume, and the highest for 15 years as a proportion of GNI.
In 2010 France was the third provider in the world by net Official Development Assistance (ODA) volume, after the United States and the United Kingdom. In terms of GNI, France is the second most generous of the G8 countries after the United Kingdom. This ratio (0.50%) is also higher than the average for the European members of this committee (0.46 %).

For the majority of the French population, Official Development Assistance (ODA) continues to be essential
  • 63% are in favour of continuing with Official Development Assistance (ODA), independently from budget difficulties experienced in France
  • 77% take the view that the French government should have its own development aid policy within Europe. Combating poverty should be the primary objective for 36%.

Priority sectors continue to be access to drinking water supplies (35%), to education (14%) and health care (8%).
While they think that the Sub-Saharan African countries should remain a priority aid zone, many are hoping for further commitment by France in favour of the North African countries.
  • 45% of the French think the global result achieved by ODA as positive and in line with their expectations, even though
  • 35% still consider the French ODA budget is too low
Although 55% of the French think that Official Development Assistance (ODA) is effective, they also feel that France should amplify her efforts to combat poverty and climate change.
